This application is filed to institute the suit against the first respondent / defendant before this Court.

It is the contention of the learned counsel for the applicant that the notice issued by the second defendant is contrary to law and the governing body held a meeting within the jurisdiction of this Court and there are serious allegations as against the second respondent and the entire cause of action arose within the jurisdiction of this Court.
