Respondents PRAYER:- Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Mandamus, directing the 4th respondent to communicate the reasons for the cancellation of the petitioner's selection as Secondary Grade Teacher (Telugu), vide R.C.No.5015/B4/2008, dated 22.06.2009 as per the order of the High Court, Madras, dated 15.02.2010, passed in W.P.No.23986 of 2009, within a time limit, on the basis of his representation, dated 17.10.2014.

ORDER

The relief sought for in the present writ petition is to direct the 4th respondent to communicate the reasons for the cancellation of the petitioner's selection as Secondary Grade Teacher (Telugu), dated 22.06.2009 as per the order of the High Court, Madras, dated 15.02.2010, passed in W.P.No.23986 of 2009, within a time limit, on the basis of his representation, dated 17.10.2014.

2. The grievance of the writ petitioner is that he participated in the process of selection for appointment to the post of 2nd grade teacher (Telugu). The petitioner was found qualified and provisionally selected for appointment. However, no order of appointment was issued to the writ petitioner for the reasons unknown to him. Thus, he approached the High Court and the High Court also directed the authorities to communicate the reasons to the writ petitioner, in spite of that the petitioner has not received any communication. Thus, the petitioner has chosen to file the present writ petition.

The learned Special Government Pleader appearing on behalf of the respondent furnished a copy of the proceedings dated 10.12.2009, wherein, the authorities have stated that the provisional selection of the petitioner was cancelled based on his employment seniority and the relevant portion of the proceedings reads as under:

''The writ petitioner Thiru.T.Gopal was sponsored under GT turn in LA priority category in Telugu medium. His date of registration in the Employment Exchange is 22.07.2005. The cut of date of the last candidate selected in the GTPRLA priority is 01.12.2003. Hence the Board cancelled the provisional selection of the writ petitioner Thiru T. Gopal for the post of secondary grade teacher in Telugu Medium.''

4. In view of the fact that the petitioner is not falling within the zone of consideration with reference to the employment seniority. He was not issued with an order of appointment. Furthermore, 8 years lapsed and the process of recruitment to the post of 2nd Grade Teachers is to be made now by the teacher recruitment board. This being the factum, no

further relief needs to be considered with reference to prayers in the writ petition.

5. Accordingly, the Writ Petition stands disposed of. No costs.
