Petition filed under section 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus to call for the records in impugned order 19.2.2015 on the file of the respondent and quash the same as illegal and direct the respondent to grant permission to conduct rally on 21.2.2015 from Arcot Annasilai via Kamarajarsilai to Thiruvalluvar silai.

Heard Mr.N.Sivakumar, learned counsel appearing for the petitioner and Mr.V.Jayaprakash Narayanan, learned Special Government Pleader appearing for the respondent.

2.The petitioner has challenged the order passed by the respondent refusing permission to conduct a rally which according to the petitioner has been organized to propagate Tamil language. 3.The learned Special Government Pleader submitted that some of the participants in the rally have got certain criminal cases against them.

4.It is submitted by the learned counsel appearing for the petitioner that the same set of participants are participating in the rallies to be conducted in fifteen districts. In such circumstances, https://hcservices.ecourts.gov.in/hcservices/

the respondent should consider as to why those persons should not be permitted in Arcot.
