Respondent Writ petition filed under Article 226 of the Constitution of India praying for a writ of Declaration declaring that the Petitioner is entitled to conduct programmes in continuation of Sri Puthur Mariamman Koil Festival at Mel Theru, Palacode (Near Sengaliamman Koil Street) unless and until the said premises is earmarked for any specific purpose.

ORDER
Heard Mr.R.Sundarakamesh, learned counsel for the petitioner and Mr. R.Vijayakumar, learned Additional Government Pleader, who accepts notice for the respondents. By consent, the Writ Petition itself is taken up for disposal at the admission stage. 2.
The petitioner in this writ petition seeks for a Declaration to declare that the petitioner is entitled to conduct dance programmes on the eve of the temple festival. 3.
Admittedly, there is no vested right for the petitioner to arrange for a dance programme. Though Article 19 of the Constitution of India confers certain Right and privileges including Freedom of Expression, that right is not an absolute right and it is subject to reasonable restrictions, more particularly, in order to enforce public order and morality.

4. Therefore, no Writ of Declaration as sought for can be granted and the prayer is misconceived and is rejected.
5. With the above observation, the writ petition stands dismissed. No costs. Consequently, connected miscellaneous petition is closed.
