Petition filed under Article 226 of the Constitution of India, praying for the issuance of a writ of Mandamus, forbearing the respondents 6 and 7 or their men, agents, representatives from carrying out/permitting/completion of the construction work of the petrol bunk/retail outlet and opening/running the Petrol bunk/retail outlet by the 7th respondent or any other person in the Cuddalore-Chittoor Road, Madapattu Village, Ulundurpet Taluk, Villupuram District as it is illegal, arbitrary and opposed to public interest and contrary to the guidelines/rules framed for that purpose.

(Judgment of Court was made by The Honourable Chief Justice) The petitioner is aggrieved by the establishment of the Petrol bunk/Retail outlet by the 7th respondent in pursuance to the authorisation given by the 6th respondent. It is the case of the petitioner that establishment of this petrol bunk/retail outlet is contrary to the guidelines and rules framed for the said purpose and a representation in this behalf was made on 29.01.2015 to the Assistant Director of Town Planning, Villupuram Local Authority, Villupuram with a copy marked to the District Collector, Villupuram. We are informed that the District Collector who is the first respondent, is the concerned person in this matter.
2. We are also of the view that the first respondent may examine the issue of violation of any norms and take a decision on the said representation within a maximum period of one month of the receipt of this order, after notice to all concerned and by a speaking order.
3. The writ petition accordingly stands disposed of. No costs. Consequently, M.P.No.1 of 2015 is closed.
