Heard Mr.K.Govi Ganesan, learned counsel for the petitioner, Mr.V.Jayaprakash Narayanan, learned Special Government Pleader appearing for the respondents and with their consent, the writ petition itself is taken up for disposal at the admission stage. 2.The petitioner states that he is the absolute owner of the property measuring an extent of 1.04 acres comprised in S.F.No.225/1, Perukaranai Village, Cheyyur Taluk. The petitioner sought for issuance of Chitta and Adangal in favour of him as per his representation dated 15.12.2014. In the said representation, the petitioner has also made certain allegations against the Village Administrative Officer concerned. But the said officer has not been impleaded as a party in this writ petition.

3. Since the writ petition is disposed of at the admission stage without notice to the respondent as well as the Village Administrative Officer concerned, the merits of the allegations made by the petitioner in the affidavit filed in support of the writ petition as well as in the representation dated 15.12.2014 are not gone into and it is left open to the competent authority to consider the same on merits and in accordance with law. https://hcservices.ecourts.gov.in/hcservices/

In the light of the above, without going into the merits of the petitioner's contentions, there will be a direction upon the respondent to consider the representation of the petitioner dated 15.12.2014 and pass appropriate orders on merits and in accordance with law, if there is no other legal impediment, within a period of six weeks from the date of receipt of a copy of this order. 5.The writ petition is disposed of with the above direction. No costs.
