petitioner dated 30.4.2025 and 10.5.2025 in order to submit his bids through online on or before 15.5.2025 15.00 hrs in Tender Notice No.S.W.D.C.No.B1/1109/2025 dated 17.4.2025 on the file of the 1st respondent in respect of works in Sl.Nos.8, 9, 10, 11, 14 and 15 of Zones 6 and 10.

ORDER

Heard the learned counsel for the petitioner and the learned Additional Advocate General appearing on behalf of the learned Standing Counsel accepting notice for the respondents.

2. The petitioner seeks for a direction to the respondents to issue a site visit certificate as per his application dated 30.4.2025.

3. The petitioner is a Class I Contractor with the Greater Chennai Corporation, the Highways Department and the Public Works Department. The first respondent had issued a tender on 17.4.2025 2/6

for demolition and reconstruction of storm water drains in several streets of various zones in the Greater Chennai Corporation. After having conducted the site visit, the petitioner approached the respondents for the issuance of a site visit certificate in order to enable him to participate in the tender. As the same was not issued, on 10.5.2025, the petitioner sent a reminder to the respondents. Since, despite the request and the reminder, the respondents did not issue the site visit certificate, the petitioner has filed the above writ petition.

The learned counsel for the petitioner submits that the petitioner visited the sites mentioned in Sl.Nos.8, 9, 10, 11, 14 and 15 of Zones 6 and 10 of the Greater Chennai Corporation and the petitioner is entitled for a certification that he has done the site visit. In so far as Sl.No.8 is concerned, the petitioner has already been benefited pursuant to the issuance of the site visit certificate yesterday i.e. 15.5.2025. However, for the other sites, it has not been issued so far. The grievance of the petitioner is that in the meantime, the respondents are attempting the open the tender submitted by others. As the petitioner has approached this Court on 12.5.2025, any action that has been taken subsequently would obviously have to be subject 3/6

to the result of the writ petition.

5. Considering the facts, the respondents shall issue a site visit certificate to the petitioner for Sl.Nos.9, 10, 11, 14 and 15 in respect of Zones 6 and 10 by 19.5.2025. The petitioner shall file his tender documents, if he so desires, on or before 21.5.2025 and the tenders shall be opened on 22.5.2025.
