Writ Petition filed under Article 226 of The Constitution of India praying to issue a writ or order or direction, particularly in the nature of writ of Certiorarified Mandamus, to call for the connected records of the 1st respondent relating to the orders issued u/s.9(5) of the Principal Act in exparte in his proceeding No.E3/4180/81 dated 30.09.1988 (certified copy issued on 21.03.2007) declaring the land in T.s.No.89, Block No.1 of Ekkattuthangal Village, Mambalam-Guindy Taluk, measuring to an extent of 3820 sq.ft. inclusive of an extent of 3888 sq.mts. as excess vacant land and the consequential notice issued u/s.11(5) of the Principal Act requiring one Rajammal, a wrong person, to surrender possession to the Tahsildar,

Mambalam-Guindy Taluk (certified copy issued on 21.03.2007) and quash the same so far as the petitioner is concerned and direct the respondents to declare that all proceedings taken by the 1st respondent to acquire the said extent of land as excess vacant land shall abate under Section 4 of the TamilNadu Urban Land (Ceiling and Regulation) Repeal Act 20/99.
