Writ petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus to direct the respondents 1 and 2 herein to receive the application of the petitioner to consider and provide Water and Sewerage connection to the building put up by the petitioner at Door No.137, Tambaram-Velachery Road, Velachery, Chennai-42, comprised in T.S.No.330/2, 330/11, 330/13, 331/10, 327/16 and 17 of Velachery Village without insisting upon Completion Certificate / No Objection Certificate from the 3rd respondent.
