ORDER
The relief sought for in the present writ petition is to direct the respondents to issue TET certificate to the petitioner for passing Tamil Nadu Teachers Eligibility Test (Supplementary) Paper-II in 2012 with Roll No.12TE35150372 and consider the petitioner for appointment as B.T.Assistant.
2. The writ petitioner states that she is fully qualified for appointment to the post of B.T.Assistant. She passed SSLC and higher secondary course. She completed B.A.(English) and B.Ed, she appeared in the Tamil Nadu Teacher Eligibility Test (Supplementary) Paper-II - 2012 and secured 101 marks and became qualified for appointment to the post of B.T.Assistant. The petitioner participated in the certificate verification held on 06.11.2012 at Government Girls Higher Secondary School, Villupuram.
3. Since the petitioner has not passed B.A. at that time, the TET certificate was not issued to the petitioner. The petitioner states that 2/6
she appeared in the B.Ed. examination held in June, 2014 with Roll No.1241310BD025 and passed the B.Ed examination.
4. The learned counsel for the petitioner made a submission that the Teacher Eligibility Certificate is valid for 7 years from the date of issuance of certificate to write the TET examination. There is no requirement of passing B.Ed., as on date for filing of the writ petition. The petitioner has passed B.A., B.Ed., and TET and was fully qualified for the post of B.T.Assistant. In view of the fact that the certificate was not issued by the respondents, the petitioner filed the present Writ petition. The contention of the petitioner is that there is no requirement of passing B.Ed., examination to write TET Examination and further the certificate is valid for 7 years and on the said ground the petitioner seeks direction.
5. The learned Special Government Pleader objected the said contention by stating that the B.Ed., Degree is an essential qualification for appearing for the TET examination. 3/6
6. Let us consider the conditions stipulated in the prospectus. Clause 3 contemplates eligibility to writ TET and the following clause in incorporated hereunder;
"3.Eligibility to write TET:
Candidates should possess the following prescribed qualifications to write the Teacher Eligibility Test: * Candidates who have passed Higher Secondary Course (10+2 Pattern) and DIET and seeking an appointment as Teacher for Classes I to V (except Visually Impaired Candidates) can write Paper I.
* Candidates who have passed a Bachelor's Degree (B.A./B.Sc./B.Litt.) with Tamil, English, Mathematics, Physics, Chemistry, Botany, Zoology, History and Geography or a Degree with any one of the equivalent subjects from a Recognized University under 10+2+3 Pattern and a Degree in Teacher Education (B.Ed) from a recognized University and seeking an appointment as Teacher for classes VI to VIII can write Paper II.
* Candidates appearing for the Final Year Examination of D.T.Ed./B.Ed. during the current academic year are also eligible to appear for the Teacher Eligibility Test."

The above clause unambiguously stipulates that a candidate must possess a Bachelors Degree and a degree in Teachers Education (B.Ed.) from a recognized University and seeking an appointment as Teacher for classes VI - VIII can write Paper-II. Therefore the candidates who possess the qualification of degree and a degree in Teachers Education (B.Ed) alone are eligible to write TET. However, a concession has been given to the candidates who appeared in the final year examination of D.T.Ed. / B.Ed during the current academic year. Thus, on the date of submission of application either the candidate must have completed any degree in Teachers Education (B.Ed) or the candidate must have appeared for the final year examination of D.T.Ed. / B.Ed during he current academic year.
8. In the case of the petitioner, she appeared in the supplementary examination in the year 2012 and admittedly she has passed the B.Ed., Examination in the month of May / June, 2014. Therefore as on the date of examination, the writ petitioner was not qualified to write TET Examination and consequently the relief as such sought for in the present writ petition cannot be granted. 5/6

9. Therefore, the writ petition stands dismissed. No costs.
