Heard Mr.G.R.Deepak, learned counsel for the petitioners, Mr.R.T.Vishnu, learned counsel for the first respondent and Mr.S.Senthil Murugan, learned Special Government Pleader for the second respondent.

3. Despite service of notice and names of respondents 3 and 4 having been printed in the cause list, there is no representation for respondents 3 and 4.

4. On being satisfied with the reasons stated in the affidavit filed in support of the petition, delay of 60 days in filing the writ appeal is condoned and this petition is allowed.
