The limited prayer sought for in the writ petition is seeking a direction to the second respondent to forward the petitioner's application dated 18.07.2013, for issuance of no objection certificate, to the first respondent

2. It is the grievances of the petitioner that though he has given an application on 18.07.2013 to the second respondent, no orders have been passed on the same.
