The letter dated 05.01.2017, in the context of the submissions of the learned counsel for the petitioner, is a clear case of non-application of mind. We were inclined to require the personal presence of the Registrar, as such an endeavour would only exasperate the persons who are then compelled to litigate. But the learned Additional Advocate General assures that needful will be done by the next date of hearing, failing which the Registrar will personally be present in Court.
