Respondents Writ petition filed under Article 226 of the Constitution of India praying for a writ of certiorarified mandamus calling for the record relating to the 1st respondent's rejection order/letter dated 05.03.2015 and quash the same and consequently direct the 1st respondent to permit the petitioner to conduct the marriage on 22.03.2015 at Jawarharlal Nehru Ouvu Illam, [Opposite to Adyar Ananda Bhavan], Mamallapuram and provide police protection for conducting his daughter marriage on 22.03.2015 since permission obtained from 2nd respondent.

Heard Mr.L.Uthayakumar, learned counsel appearing for the petitioner ; and Mr.V.Jayaprakash Narayanan, learned Special Government Pleader accepting notice for the respondents and with their consent, the writ petition is disposed of at the admission stage itself.

2.The petitioner is challenging the order passed by the 1st respondent declining to grant permission to the petitioner to celebrate the marriage of his daughter in a Government Premises under the control of the 2nd respondent, which is stated to be a Guest House.

3.The 1st respondent Police would state that they have no objection for permission being granted if the 2nd respondent/the appropriate authority, grants permission.

4.Learned counsel for the petitioner referred to the receipt issued by the 2nd respondent dated 23.02.2015, where a sum of Rs.8,310/- has been remitted by the petitioner. 5.As rightly pointed out by the learned Special Government Pleader, the said amount remitted by the petitioner is for reserving the rooms in the Guest House. Therefore, there is no written permission from the 2nd respondent to celebrate a wedding in the said premises, which appears to be a Guest House under the control of the 2nd respondent.

6.Therefore, no ground has been made out to quash the impugned proceedings of the 1st respondent dated 05.03.2015. However, it is open to the petitioner to approach the 2nd respondent, obtain specific written permission for conducting the marriage and then approach the 1st respondent for necessary permission. 7.The writ petition is dismissed with the above observation. No costs. Consequently, the connected miscellaneous petition is also dismissed.
