The learned counsel for the petitioner seeks permission of this Court to withdraw the writ petition, with liberty to file objection to the authority, pointing out the deficiency in the procedure and he has also made an endorsement to that effect, as under: "May be permitted to withdraw with liberty to move and file objection to the authority pointing out the defect in the procedure.."
