Prayer : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, to direct the 3rd respondent to issue community certificate that the petitioner belongs to Scheduled Caste Category of Pondicherry.

(Order of the Court was made by G.R.SWAMINATHAN,J.) Heard both sides.

2. The writ petitioner seeks issuance of community certificate on the basis of her mother's certificate. It is further claimed that the petitioner as well as her parents are having their permanent abode at Pondicherry prior to the cut off date. The learned counsel for the petitioner draws our attention to the order dated 21.12.2023 made in WP No.34933 of 2023. The Hon'ble Division Bench in the said order had ordered as follows: 2/6

16. It is made clear that whenever an application is made for issuance of community certificate based on the mother's origin along with supporting documents, the Revenue Authorities shall satisfy himself on the veracity of the documents and if satisfied shall issue the certificate without driving the individual to seek for separate judicial order.

3. Since the petitioner seeks admission to educational Institution and application has to be submitted before 31.05.2025, there is an acute urgency in the matter. Hence, we direct the 3rd respondent to grant personal hearing to the petitioner on 24.05.2025. The petitioner shall be present in the office at 10.00 a.m. The petitioner shall place all the relevant materials.

4. The 3rd respondent shall consider the same and dispose of the petitioner's application in one way or the other on or before 27.05.2025. The copy of the order to be passed by the 3rd respondent/ community certificate to be issued by the 3rd respondent will be served on the petitioner on the same date.

5. This Writ Petition is disposed of with the above directions. There 3/6

shall be no order as to costs. Consequently, the connected miscellaneous petition is closed.
