..Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the third respondent to pass appropriate orders on the proposal of the first respondent sent in Na.Ka.C3/17532/2013 dated 17.07.2013 within a reasonable period.

The grievance of the writ petitioner is that the proposal submitted by the first respondent for upgradation of certain positions is still pending.

2. Learned counsel appearing for the petitioner states tha the petitioner, who was appointed as Technical Assistant on daily wages, was regularised in the year 2000. However, he is now working as unskilled worker and considering the grievance of the petitioner, the first respondent forwarded a proposal to the third respondent, through the second respondent for considering the case of the petitioner, in his proceedings dated 17.07.2013. Learned counsel for the petitioner submits that the said proposal has not yet been considered by the third respondent and the same is kept in cold storage.

In this view of the matter, without going into the merits of the case, the third respondent is directed to consider the proposal submitted by the first respondent dated 17.07.2013 and pass orders on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.

The petitioner is directed to submit a fresh representation setting out his grievance and the documents along with a copy of the order of this order. With these directions, the writ petition is disposed of. However, there shall be no order as to costs.
