Writ Petition filed under Article 226 of the Constitution of India to issue a writ of Certiorarified mandamus, to call for the records relating to the impugned charge memo issued by the first respondent in Letter No.23206/E1/2012-4 dated 10.06.2013 and to quash the same and consequently promote the petitioner to the post of Assistant Executive Engineer by inclusion of his name in the panel for the year 2012 with all consequential and other attendant benefits.

The petitioner challenges the charge memo dated 10.06.2013 on various grounds including the ground that the incident in question took place long back.
2. When the writ petition came up for admission on 13.01.2015, the learned counsel for the petitioner submitted that the petitioner would be satisfied, in case, a direction is issued to the second respondent to conclude the disciplinary proceedings https://hcservices.ecourts.gov.in/hcservices/
as expeditiously as possible.
3. In view of said submissions, I had directed the learned Additional Government Pleader to take instructions from the respondents.
4. When the writ petition was taken up for consideration today, the learned Additional Government Pleader on instructions submitted that enquiry would be concluded by the second respondent within a period of four months.
5. The second respondent is directed to conclude the enquiry proceedings initiated against the petitioner as expeditiously as possible and in any case within a period of four months from the date of receipt of a copy of this order. The petitioner is directed to cooperate with the second respondent for early disposal of the proceedings. The claim made by the petitioner with regard to promotion should await the decision in the enquiry proceedings.
6. The writ petition is disposed of with the above direction. No costs. Connected miscellaneous petition is closed.
