PETITION under Article 226 of The Constitution of India praying for the issuance of a Writ of Mandamus directing the respondents to consider the petitioner's representation dated 23.2.2015 and thereby direct the respondents to provide domestic service connection in respect of her residential property situated at Natham Survey No.136/1, Peelvadi Village, Kunnam Taluk, Perambalur District immediately.

ORDER

Mr.P.Gunaraj, learned Standing Counsel takes notice for the respondents. Heard the learned counsel for the petitioner.

2. The petitioner seeks a direction to the respondents to consider her representation dated 23.2.2015 for providing domestic electricity service connection to her residential property.

3. As rightly pointed out by the learned Standing Counsel for the respondents, the petitioner has not even submitted a proper application. The photographs filed in the typed set of papers show that the residential property is a thatched shed and appears to have been newly erected. The petitioner has not produced any documents to show that she is in lawful possession of the property having patta and other title documents and she cannot, as a matter of right, claim for electricity service connection.

4. In the absence of any application for the grant of electricity service connection, the question of issuing a Mandamus does not arise.

5. Therefore, the writ petition is dismissed. No costs.

6. However, this will not prevent the petitioner from producing revenue records to prove title and possession and thereafter, the petitioner may submit an application to the respondent Board.
