The petitioner, who holds a patta land in Survey No. 15/4 in Pullalur Village, Kanchipuram Taluk, has filed the present writ petition alleging that the land behind her patta land in Survey No. 15/1 is a Government Poramboke, earlier classified as 'grazing land' and that being so, certain families have encroached upon the Government land obstructing the public using it for grazing cattle. Hence, she has come forward with the present writ petition for issuance of a Writ of Mandamus to direct respondents 1 to 5 to consider her representation dated 10.03.2026 and 2\4

consequently remove the encroachments in Survey No. 15/1. On the direction of this Court, a status report has been filed by the Tahsildar, Kanchipuram District, wherein he has stated that the land in Survey No. 15 was originally classified as Government Meikal Poramboke land. However, as the said land has been infested with encroachers by putting up dwelling units, the Revenue thought it fit to convert the classification of the said land to 'Grama Natham Land'. In the said process, the petitioner was given patta since she had been in occupation of S.No. 15/4. For the others, the process of issuing patta is under consideration.

Considering the fact that the classification of the said land had also been converted from 'Meikal Poramboke' to 'Grama Natham', the occupation cannot be considered as an encroachment on Government land to arrive at a different conclusion. More so, when the petitioner had been similarly placed previously, at the time of getting patta in the year 2011, she cannot now stand in the way of the Government decision to give patta to other occupants of Natham Land, if they satisfy the eligibility criteria.
