Heard Ms.R.Poornima, learned counsel appearing for the petitioner, Mr.V.Jayapraksah Narayanan, learned Special Government Pleader for the respondents 1 and 2 and Mr.T.K.Ashok Kumar, learned counsel for the third respondent. 2. The petitioner seeks for a direction upon the first respondent to accord permission to the petitioner to establish AAVIN Milk parlour in the Government Medical College and Hospital, Tiruvannamalai, pursuant to the recommendation of the third respondent in proceedings Ref.No.4755/marketing 1-2/2013, dated 10.09.2014, in terms of G.O.Ms.No.59, dated 20.03.2003.

3. The respondent is the competent authority to grant approval for establishment of such installation in a hospital complex. It is seen that the third respondent, by his communication dated 10.09.2014, has requested the first respondent to grant permission to install a new AAVIN Parlour near the casualty block in the hospital. A copy of the said communication has been marked to the petitioner. The petitioner is a physically challenged person suffering from 80% disability, as certified by the competent authority.

4. In the light of the above, there will be a direction to the first respondent to take into consideration the request made by the third respondent dated 10.09.2014 and pass appropriate orders and communicate the same to the third respondent within a period of eight weeks from the date of receipt of a copy of this order.
