Accordingly, without expressing any opinion on the merits of the petitioner's representation, the respondent is directed to consider the representation of the petitioner dated 09.12.2013 and pass orders on merits and in accordance with law after issuing notice to the petitioner or anyone interested within a period of twelve weeks from the date of receipt of a copy of this order.

3. With the above direction, this Writ Petition is disposed of. No costs.
