O R D E R

The relief sought for in the present writ petition is to direct the 1st respondents to consider and pass orders on the representation submitted by the petitioner on 28.01.2014 and to take action against the 2nd respondent for conducting chits illegally.

2. The learned counsel appearing on behalf of the writ petitioner contended that the 2nd respondent without even registering any society collected a huge amount from the public in a self-styled manner by stating that he has an authorized person of Chennaivazh Vanniapatti Nadar Uravinmurai Nala, Sangam.

3. This Court is of the considered opinion that the 2nd respondent has not registered the society under the provisions of the Societies Registration Act. Thus, the 1st respondent may not have jurisdiction to conduct any enquiry. As far as unregistered societies are concerned, if any person https://hcservices.ecourts.gov.in/hcservices/

collected public funds with a motive to misappropriate the same, then the aggrieved person is to register a complaint in an appropriate manner for initiation of all further actions.

4. When the learned counsel for the petitioner states that no society is registered in the name of the 2nd respondent, then the petitioner has to approach the Competent Police Authorities for the purpose of investigating the matter and initiate all appropriate actions in accordance with law.

5. This being the principles to be followed, the petitioner is at liberty to approach the Competent Authorities for the purpose of redressal of his grievance.
