2. Heard the learned counsel for the petitioners and the learned Additional Government Pleader appearing for the respondents.

Considering the limited request sought for by the petitioner, I direct the third respondent to pass appropriate orders on merits and in accordance with law on the Appeal dated 27.8.2014 filed by the petitioner, after hearing the petitioner and all other parties, including the persons, who are likely to be affected by the order to be passed, as expeditiously as possible, preferably within a period of three months from the date of receipt of a copy of this order.
