Today, when the matter is taken up for hearing, the learned counsel appearing for the petitioner submitted that the matter has now become infructuous as the petitioner has already been promoted and retired from service and nothing survives in this writ petition for further adjudication. He has also made an endorsement to that effect in the Court bundle.
