Prayer: This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of mandamus, directing the 3rd respondent to consider the representation dated 16.3.2015 made by the petitioner in granting permission to lay "Thar Road" at Subhas Chandra Bose Salai, situtated at Survey No.2, at No.19, Puduppakkam Village, Tirupporur Taluk, Kancheepuram District.

By consent, the main writ petition itself is taken up for final disposal.
2. The petitioner is the elected President of Puduppakkam First Grade Panchayat Union and also a permanent resident of Puduppakkam Village and according to him, it is his duty to develop the said Panchayat by providing better roads, hospital, drinking water facilities to the residents of the said Panchayat.
3. The claim of the petitioner is that Kattanpalli Lake is situated at Survey No.2, at No.19, Pudupakkam Village, measuring to an extent of 57.87.0 ares. The said lake was maintained by the third respondent and on the western side of the lake, there is a Cart Track and it is named as Subash Chandra Bose Road which connects Vandalur - Kelambakkam High Road and the said road is used by the residents of the said village for transporting their agricultural goods.

According to the petitioner, the street has not been maintained in a proper manner and therefore the residents find it extremely difficult to use it during rainy season to transport their agricultural products. In this regard, he submitted a representation dated 16.03.2015 to the third respondent and though it was acknowledged by him, there is no response forthcoming and hence, came forward to file this Writ Petition.
5. Heard the submissions of Mr.R.Vijayakumar, learned Additional Government Pleader, who accepts notice for the respondents.
6. This Court, taking into consideration the limited scope of the prayer sought for by the petitioner and without going into the merits of the representation, directs the third respondent to consider and dispose of the petitioner's representation dated 16.03.2015 on merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order and communicate the decision taken on the said representation to the petitioner.
7. The writ petition is disposed of, accordingly. No costs.
