Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus, calling for the records relating to the impugned charge memo issued by the 2nd respondent vide proceedings in charge memo No.M3/3938/2001 dated 16.05.2003 and quash the same as illegal and consequentially direct the 2nd and 3rd respondents to promote the petitioner to the Post of Middle School Headmaster and pay all the service benefits to the petitioner.

Pursuant to the directions of this Court, the Director of AdiDravidar Welfare, Chepauk, Chennai, issued circular in proceedings dated 04.04.2019, instructing the Competent Authorities / Subordinate Officials to conclude the disciplinary proceedings without causing undue delay.

2.In view of the circular issued by the Head of the Department, the case of the writ petitioner was also taken up for proceeding with the disciplinary proceedings and accordingly, disciplinary proceedings against the writ petitioner was concluded and an order of punishment was issued in proceedings dated 21.04.2019, imposing the punishment of stoppage of increment and in respect of the period in which the writ petitioner has not worked, no pay was granted by adopting the method of "No Pay No Work".
3.In view of the fact that the disciplinary proceedings initiated against the writ petitioner has been concluded, no further adjudication is required in respect of the grounds raised in the present writ petition.
