By consent, the writ petition itself is taken up for final disposal.

2.The grievance expressed by the petitioner, is that though he went to the Office of the respondent on 31.3.2015, at about 2.30 P.M., for submitting his tender application, his entry was deliberately stalled by the Security Officers of the Department and consequently, he could not submit the tender application on time and hence, came forward to file this writ petition. https://hcservices.ecourts.gov.in/hcservices/

3.Heard the submissions of Mr.V.Lakshminarayanan, learned Counsel appearing for the petitioner, and Mr.Joso John, learned Counsel, who accepted notice for the respondent. 4.The learned Counsel appearing for the respondent, on instructions, would submit that the petitioner may be permitted to submit the application, in accordance with the Tender Notification, on 27.4.2015, to the respondent and the said application will be considered and appropriate orders will be passed, in accordance with law.

5.The submission of Mr.Joso John, learned Counsel appearing for the respondent, is placed on record.

6.In the result, the writ petition is disposed of and the petitioner is permitted to submit his application in accordance with the Tender Notification dated 5.3.2015, on 27.4.2015, and the respondent, on receipt of the same, shall consider it in accordance with law and communicate the decision to the petitioner. No costs. Consequently, connected miscellaneous petitions are closed.
