the impounded documents namely sale deeds dated 22.06.2023 bearing Documents No.5212 of 2023 and 5213 of 2023 to the petitioners within a time frame as fixed by this Court.

ORDER
With the consent of both sides, this Writ Petition is taken up for final disposal at the admission stage itself.

This writ petition is filed to direct the second Respondent to dispose of the petitioners Appeal dated 22.08.2023 thereby providing him an opportunity of personal hearing beside directing the fourth respondent to release the impounded documents namely sale deeds dated 22.06.2023 bearing Documents No.5212 of 2023 and 5213 of 2023 to the petitioners within a time frame as fixed by this Court.

3. Heard learned counsel for the petitioner and the learned Special Government Pleader appearing for the respondents and perused the materials available on record.
4. It is the case of the petitioner that he had purchased agricultural lands to an extent of 80 cents and 75 cents for valuable consideration. The further case of the petitioner is that though sale deeds have been registered, the fourth respondent has impounded the documents on the ground of deficit stamp duty. Thereafter, without any notice to the petitioner, fixed the value to the tune of Rs.800/- per sq.ft., by erroneously considering the said properties are situated in commercial clause - I type. As against which, the petitioner preferred an appeal before the second respondent and the same is pending without any progress. Hence, the present Writ Petition has been filed.

Considering the limited relief sought for by the petitioner, the second respondent is directed to dispose of the appeal filed by the petitioner on 22.08.2023 on merits and in accordance with law, after affording opportunity to the petitioner, within a period of the two months from the date of receipt of a copy of this Order.
