For Petitioners : Mr.J. Nagarajan For Respondents : Mr.N.R.R. Arun Natarajan
O R D E R
Mr.N.R.R. Arun Natarajan, Special Government Pleader (HR & CE) accepts notice for the respondents.
2. By consent of learned counsel on both sides, this writ petition is taken up for final hearing in the admission stage itself.
3. This writ petition has been filed for a Mandamus to forbear the sixth respondent Executive Officer of Arulmigu Manthirapureeswarar Udanurai Periyanayaki Temple, Kovilur, along with the unscrupulous antivillagers from conducting Kumbabishekam of Arulmigu Mazhai Mariamman Thirukoil, Mangalur on 08.06.2025 until a consensus arrived at by the second respondent District Collector, Thiruvarur, in view of the petitioner's representations, dated 21.05.2025. 3/7
4. It is stated that the petitioners are villagers of the Mangalur village in Thiruvarur District. It is further stated that the petitioner's ancestor constructed Arulmigu Mazhai Mariamman Thirukoil during the year 1965 and later the administration of the said Temple was surrendered to Arulmigu Manthirapureeswarar Udanurai Periyanayaki Temple. However, Poojas are conducted by the petitioners and donations were made for the renovation of the said temple. It is the grievance of the petitioners that some dishonest persons have hurriedly fixed the date of Kumbabishekam of the said temple on 08.06.2025, that too, when renovation work are in progress. Ventilating their grievances, the petitioners have submitted representations dated 21.05.2025 and 24.05.2025 to the respondents, which were not considered, till date. Hence this writ petition.
5. Learned counsel for the petitioners submitted that the renovation work is yet to be completed in the said Temple and therefore, after conducting peace committee meeting by the 2nd respondent, the date of Kumbabishekam of Arulmigu Mazhai Mariamman Thirukoil, Mangalur, may be fixed. Therefore, it would suffice, if appropriate directions are 4/7
issued by this Court to the respondents to consider the petitioners representations dated 21.05.2025 and 24.05.2025.
6. Mr.N.R.R. Arun Natarajan, learned Special Government Pleader (HR & CE) appearing for the respondents submitted that Fit person was appointed already and the issue with regard to Kumbabishekam date i.e., on 08.05.2025 was informed to Villagers as well as notices were issued. However, he fairly conceded that this Court may issue appropriate directions to the respondents to consider the petitioners representations and pass orders to perform Kumbabishekam of Arulmigu Mazhai Mariamman Thirukoil, Mangalur on the fixed date i.e., 08.06.2025, in a peaceful manner.
7. Considering the fair submissions made by the learned counsel on both sides, without going into the merits of the case, this Court disposes of this writ petition, directing the respondents to consider the petitioners representations, dated 21.05.2025 and 24.05.2025 and pass orders on merits and in accordance with law, within a week from the date of receipt of a copy of this order, preferably on or before 06.06.2025, after giving due opportunity to all the parties.
