2. Despite notice having been issued to the fourth respondent, there is no representation on behalf of the fourth respondent. Learned counsel appearing for the petitioner states that the petitioner will be satisfied if a direction is issued to the second respondent to consider and dispose of the representation of the petitioner.

Considering the limited scope of the prayer that is sought for in the writ petition, without expressing any opinion on the merits of the petitioner's case, the second respondent is directed to consider the representation of the petitioner dated --.06.2017, after issuing notice to the petitioner and fourth respondent and pass orders on merits within a period of eight weeks from the date of receipt of a copy of this order.

4. With the above direction, this writ petition is disposed of. No costs.
