The writ petition is for a mandamus directing the respondent to add login ID of the petitioner viz. smahadevan1989@gmail.com in the work immediately to participate in the tender viz. Tender No.CC 0172 20 on the file of the respondent dated 28.10.2020 as per the request made by the petitioner dated 09.11.2020
2. Petitioner is a Class - I contractor under the respondent, who had issued Tender Notification on 28.10.2020 in Tender No.CC 0172 20, inviting tenders for the collection and disposal of surplus earth construction debris and other non metal debris to a place outside CPCL Manali Refinery for 2020 - 21.

3. The tender is a two bid system. The petitioner wanted to participate in the tender and hence downloaded the tender documents from the respondent website. But the petitioner could not register his login ID, which would enable the petitioner to submit his tender.
4. However, upon enquiry, the respondent seems to have replied that, since it is a limited tender notice, the login ID will be added only to the contractors already chosen by them and it is not an open tender to permit all the contractors. Hence the petitioner has approached this court for a mandamus against the respondent.

Upon notice, Mr.Ravi, learned counsel appearing for the respondent, stated that the respondent, would include the login ID of the petitioner, to enable him to submit his tender and however informed that, though the last date was originally fixed as 12.11.2020, the same has been extended till 19.11.2020.
6. Recording the statement made by the respondent, the writ petition is disposed of, directing the respondent to add the login ID of the petitioner viz. smahadevan1989@gmail.com in the work and permit him to participate in the tender viz. Tender No.CC 0172 20 dated 23.10.2020, which is extended till 19.11.2020. However, there shall be no order as to cost. Consequently, the connected writ miscellaneous petition is closed.
