Prayer: Writ Petition filed under Article 226 of the Constitution of India, seeking issuance of Writ of Mandamus directing the 1st and 2nd respondents to conduct RDO Enquiry in respect of his village temple (Arul Migu Muthazhagi Mariamman Temple, Karaikal) festival event date fixation and consequently directs the 1st to 5th respondents to cancel the unrecognised festival date fixation scheduled on 01.06.2025 without the consent of petitioner's villagers by considering the petitioner representation dated 23.05.2025 and 27.05.2025.

O R D E R
This writ petition has been filed for a Mandamus seeking direction to the 1st and 2nd respondents to conduct RDO Enquiry in respect of his village temple (Arul Migu Muthazhagi Mariamman Temple, Karaikal) festival event date fixation and consequently directs the 1st to 5th respondents to cancel the unrecognised festival date fixation scheduled on 01.06.2025 without the consent of petitioner's villagers by considering the petitioner representation dated 23.05.2025 and 27.05.2025.
2. It is averred that a temple function is going to be conducted in Arul Migu Muthazhagi Mariamman Temple, Karaikal, on 01.06.2025. While so, the petitioner along with other villagers submitted a representation, dated 23.05.2025 to the first respondent and subsequent representation, dated 27.05.2025 to all the official respondents requesting them to conduct RDO Enquiry between the petitioner and the private respondents as well as to cancel the unrecognised date fixation of the said temple festival event without the consent of their villagers. But the said representations were not considered till date. Hence this writ petition.
3. Learned counsel for the petitioner submits that without the 3/6
consent of the villagers of the petitioner's Village, certain events are proposed at the aforesaid Temple, which is to be conducted on 01.06.2025. Therefore, the petitioner has submitted representations to the official respondents, which evoked no response. Hence, it would suffice if this Court issues direction to the official respondents to consider the representations of the petitioner, dated 23.05.2025 and 27.05.2025. Further he prays before this Court that the petitioner's right to participate in the event in Arul Migu Muthazhagi Mariamman Temple, Karaikal, on 01.06.2025 may be protected.
4. Mr.A. Tamilvanan, learned Additional Government Pleader appearing for the respondents 1 to 5 submitted that as of now, there is no law and order problem in the said locality and due to communal clash between the villagers in the said Village, the official respondents were unable to consider the petitioner's representations. In view of the above, he prays for issuance of appropriate directions to the official respondents.
5. Without going into the merits of the case, this Court issues the 4/6
following directions : - i) The respondents 1 and 2 shall consider the petitioner's representations, dated 23.05.2025 and 27.05.2025 and pass orders on merits and in accordance with law, forthwith, preferably before 31.05.2025, after providing opportunity to the petitioner as well as private respondents. Further, the petitioner's right in participating the event at the said temple shall be protected.
ii) The official respondents 1 to 5 are also directed to monitor / conduct the festival in Arul Migu Muthazhagi Mariamman Temple, Karaikal in a peaceful manner.
iii) However, it is made clear that no positive directions are issued.
