Respondents Prayer: Writ Petitions are filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus directing the respondents to issue Equivalent certificate to the petitioner to the effect that the B.A.English for Global Business Context is equivalent to B.A.English Literature by consisting the petitioner's representation dated 08.06.2019. O R D E R
The petitioner herein had pursued her B.A.English for Global Business Context as a regular student in Dr.G.R.Damodaran College of Science, Coimbatore affiliated to the 1st respondent/Bharathiyar University. She has successfully completed her course in the year 2015. She was given to understand while joining the course that B.A. English for Global Business Context is equivalent to B.A. English Literature. However, when she was admitted in B.Ed., course in Arasu College of Education for Women, later they insisted for production of equivalence certificate from the concerned University. Therefore, she has approached the college for issuance of equivalence certificate, which has been declined by the College.
Hence, she has given a representation to the University and the College to give equivalent certificate that B.A. English for Global Business Context is equivalent to B.A.English Literature, till date they have not responded to her representation. Hence, the writ petition is filed seeking Mandamus directing the respondents to issue equivalent certificate.

The learned counsel appearing for the Bharathiyar University submits that the issue of equivalence certificate is within the prerogative of the committee constituted by the Government, which is headed by the Member Secretary, Tamil Nadu State Council for Higher Education Department under G.O.Ms.93 dated 30.05.2019. As far as the request of the petitioner to consider B.A.English for Global Business Context as equivalent to B.A.English Literature, the Board of Studies in English (UG) of Bharathiyar University has held that both courses are not equivalent. If the petitioner is aggrieved, she should approach the Committee constituted by the Government as per G.O.Ms.93 dated 30.05.2019 and the same has been informed to the petitioner herein by the University vide letter dated 23.07.2019.

In the light of the above facts, this Writ Petition is disposed of with liberty to the petitioner to approach the Member Secretary, Tamil Nadu State Council for Higher Education seeking for equivalence certificate. The 3rd respondent herein shall instruct the Council if any such request received by the Council seeking equivalent certificate, the same may be considered at the earliest and appropriate orders to be passed within a period of three months.
4. With the above directions, this Writ Petition is disposed of. No costs.
