2.Notice to the first respondent has been dispensed with by order of this Court dated 29.08.2023. Though notice has been served on the second respondent, none has entered appearance on their behalf.

3. Heard the learned counsel for the petitioners.

4. Being satisfied with the reasons stated in the affidavit filed in support of the petition, the delay is condoned and this petition is ordered.
