O R D E R
(Made by Ms.Indira Banerjee, Chief Justice) Pursuant to a letter dated 24.06.2018 addressed to the Chief Justice by one Mr.Valli Narayanan, complaining that notwithstanding the orders issued by the Government and in particular, G.O.Ms.No.336, dated 26.03.1986, the Government Officers and employees, including in particular those Government Officers and employees dealing with the public, were not wearing their name badges, this suo motu writ petition was initiated.
2.Pursuant to orders in this writ petition, the State/respondents represented by the learned Government Pleader was directed to file a status report. An affidavit has been affirmed on behalf of the respondents by one M/s.S.Manohari, Joint Secretary to the Government, Personnel and Administrative Reforms Department. It is clearly stated that the Government has issued directions that all officers and employees of the Tamil Nadu Government including Public Sector Corporations and Local Bodies under the control of the Tamil Nadu Government, should wear a clear name badge, both in English and Tamil, while on official duty.
It is stated that orders have been issued to all Heads of Departments, Heads of Public Sector Corporations and Local Bodies, to ensure that name badges are worn by all officials and employees and particularly, those having direct dealing with the public. Further, orders have, from time to time, been issued, which require the Government officials and/or employees to prominently display their identity cards. 3.In paragraph 8 of the affidavit, it is stated that every effort is being made to supply photo identity cards to all officers and members of the Government of Tamil Nadu including Public Sector Corporations and Local Bodies.
4.The suo motu writ proceedings are, thus, disposed of by directing the Government to ensure that all officers and employees of the Government of Tamil Nadu, particularly, those dealing with the public are provided with photo identity cards, within sixty (60) days from date, if the same has not already been done. The Government shall ensure that the Rule regarding the wearing of identity cards is strictly enforced and action is taken against those flouting the Rule.
With the above observations, the writ petition is disposed of. No costs.
