Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus calling for the records of the proceedings of the second respondent passed in Ref.No.100260/E6/ 1/05 dated 28.3.2006 and quash the same with the consequential direction, directing the respondents to include the name of the petitioner in the panel for promotion to the post of Senior Civil Surgeon for the year 2004-2005 in the appropriate place, in

accordance with the Seniority of C.M.L.No.1995 and to promote the petitioner as Senior Civil Surgeon with effect from the date of promotion given to his juniors with all attendant and monetary benefits.
