O R D E R

(By J.Nisha Banu,J.) This Writ Petition has been filed for a direction to the respondents 1 to 4 to consider the representation of the petitioner dated 29.04.2025 to initiate appropriate action as against the respondents 5 to 9.

2. Mr.Babu Muthumeeran, learned Additional Public Prosecutor takes notice for R3 & R4. Notice to other respondents is 2/6

dispensed with, as no adverse order is going to be passed against them in this case.

3. It is the case of the petitioner that his late father and brother jointly purchased 2 acres 79 cents of land in comprised in various survey numbers and after the death of his father, the petitioner and other legal heirs are in possession and enjoyment of the land to the extent of 1 acre 37 cents. While so, the 5th respondent, accompanied by R6 to R9 trespassed into his lands and encroached upon the same, by abusing the petitioner and other persons by caste name. Though the petitioner sent a representation dated 29.04.2025 to the respondents 1 to 4 for taking action against R5 to R9, there is no response on the same. Hence, the petitioner is before this Court.

4. It is seen that the petitioner has sent the representation dated 29.04.2025 to various Authorities, including the State Human Rights Commission. This Court, in exercise of power under Article 226 of the Constitution of Indian cannot issue a blanket direction as prayed for by the petitioner. The petitioner has to approach the appropriate Forum to redress 3/6

his grievance. The petitioner, having sent the representation to the State Human Rights Commission, cannot be permitted to adopt forum shopping in order to sort out his issue in one way or the other.

In such view of the matter, issuing a blanket direction to the respondents 1 to 4 to consider the representation dated 29.04.2025 of the petitioner, will definitely amount to multiplicity of litigations. Hence, finding no merit in this petition, the Writ Petition filed by the petitioner is liable to be dismissed.

7. Accordingly, this Writ Petition is dismissed as devoid of merits. No costs.
