to quash the same and consequently direct the respondents to pass orders to regularize the service of the petitioner in the post of Assistant Surgeon from the date of initial entry into service on temporary basis through Employment Exchange for the purpose of service benefits like annual increment, pensionary benefits and Time Bound promotion, etc, by taking into consideration of clearance of Special Tamil Nadu Public Service Commission examination conducted in November 2009, with all consequential and other attendant benefits including revision of salary with arrears, within a time frame to be fixed by this Hon'ble Court.
