The learned counsel for the petitioner seeks permission of this Court to withdraw the writ petition with liberty to file a review petition before the first respondent and has also made an endorsement to that effect as under: "The petitioner may be permitted to withdraw the writ petition with a liberty to approach the first respondent under review."
