PRAYER : Petition filed under Article 226 of the Constitution of India praying for the issuance of Writ of Mandamus directing the respondent to call the petitioner for certificate verification for the post of Assistant Professor in English based on the application filed by the petitioner having application No.TRBAPG534915 pursuant to Notification no.12/2019 dated 28.08.2019 and 04.10.2019 issued by the respondent inviting application for Direct Recruitment from eligible candidates for the post of Assistant Professors in Tamil Nadu Collegiate Educational Service for Government Arts and Science Colleges for the year 2018-19.

O R D E R
The respondent Teachers Recruitment Board issued Notification No.12 of 2019 dated 28.08.2019 and 04.10.2019 inviting applications for recruitment to the post of Assistant Professors in Tamil Nadu Collegiate Education for Government Arts and Science Colleges for the year 2018-19.
2. The petitioner responded to the notification by applying for the post of Assistant Professor in English. According to the petitioner, after submitting his application, he has been waiting to be called for certificate verification and interview and the same has not been forthcoming. Hence, he is before this Court for issuance of Writ of Mandamus directing the respondent
to call the petitioner for certificate verification for the post of Assistant Professor in English based on the application filed by the petitioner having application No.TRBAPG534915 pursuant to Notification no.12/2019 dated 28.08.2019 and 04.10.2019 issued by the respondent inviting application for Direct Recruitment from eligible candidates for the post of Assistant Professors in Tamil Nadu Collegiate Educational Service for Government Arts and Science Colleges for the year 2018-19.
3. On notice ordered in this Writ Petition, Mr.C.Kathiravan, learned Standing Counsel has entered appearance for the respondent and filed a counter affidavit. In the counter affidavit, in paragraph Nos. 6 and 7 it is stated as follows:

It is submitted that the selection procedure followed by the Teachers Recruitment Board for the post of Assistant Professor was clearly mentioned in clause 13 of the notification and is as follows:- "13. Scheme of Selection: The Scheme for selection involves ranking and short-listing of candidates followed by preparation of rank cum communal roster for certificate verification and interview. The candidates will be shortlisted in the ratio of 1:3. Marks will be awarded to all candidates based on the certificates uploaded along with the Application Forms as per criteria which has to be confirmed/finalized after due verification by the certificate verification team and also the marks awarded during the time of Interview..."
7. It is submitted that the Board will announce the date for certificate verification once the candidates are shortlisted for certificate verification, based on the certificates uploaded by the candidates along with the Application Forms.'
4. Learned counsel representing the Board would submit that the selection has still not commenced and the date for certificate verification has not been announced. Before that, shortlisting of candidates would have to take place and only thereafter, it would be known whether the petitioner is eligible to be called for certificate verification or not. Even before pre-selection has taken place, the petitioner has approached this Court with the prayer for a direction to call him for certificate verification. Hence he would submit that the Writ Petition is pre-mature and not supported by any cause of action.
5. This Court is in agreement with the submissions made on behalf of the respondent Board. From the aforesaid facts and the materials that are produced for consideration before the Court, this Court finds that the Writ Petition is pre-mature and
as of now the petitioner has no cause of action for maintaining the Writ Petition.
6. Accordingly, this Writ Petition stands dismissed. No costs.
