Respondents Prayer: Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus directing the respondents herein to effect new Electricity service connections for the new service connection registration nos.2000916112231176 to 2000916112231183 registered on 21.12.2023 forthwith without any further delay as the petitioners herein obtained completion certificate on 12.03.2024 and made all the payments as and when demanded by the respondents but are still awaiting electricity service connection to occupy the newly constructed Apartments since December 2023.

WMP No.19839 of 2024 filed seeking permission to file a single Writ Petition is ordered on payment of separate Court fee.
2. Mr.Jai Venkatesh, learned Standing Counsel accepts notice for the respondents and is fully armed with necessary instructions to enable a final disposal of this matter, even at the stage of admission.
3. Hence, by consent of both parties, final orders are passed on the 2/5
prayer of the petitioners for mandamus directing the respondents to effect a new electricity service connection in respect of the property at No.320 Mullai Colony, 4th Avenue, Anna Nagar, Chennai - 600 040 ('premises'/'premises in question').
4. Petitioners 1 to 8 state that they have entered into an agreement with P9, Builder for joint development of apartment in the premises in question. They claim that all formalities in regard to the grant of service connection had been completed, despite which the respondents are procrastinating the grant of service connection. They also submit that completion certificate, along with all necessary particulars have been furnished.
5. Per contra, Mr.Venkatesh denies this submission pointing out that there are still certain formalities to be completed. In specific, he would state that Ring Main Unit (RMU) and panel charges were to be remitted by the petitioners in addition to various other formalities that were incomplete.
6. In light of this factual difference of opinion between the parties in regard to whether all procedures in relation to the grant of service connection have been completed, mandamus as sought for is not liable to be granted. However, let the petitioners, in specific P9, appear before the 3/5
respondents to ensure that the remaining formalities are completed, such that the respondents would, for their part, do the needful in effecting service connection. This process may be completed expeditiously.
7. With this, nothing further remains to be adjudicated upon in this Writ Petition and the same is closed.
