This Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to regularise the services of the petitioner and grant him all consequential benefits.

According to the learned counsel for the petitioner, the petitioner, who was appointed as Masalachi in the Panchayat Union, Hosur, Krishnagiri District and who has been continuously working therein from 1988 onwards, has not been regularised so
far. The petitioner's name also came to be included in the list of Contingent, Daily Rated, Consolidated Pay employees, who were appointed after 01.04.1981.
2. Since the services of the petitioner had to be regularised as per the proposals submitted by the Collector, Krishnagiri, to the Director of Rural Development and Panchyat Raj, Chennai-600 015 on 13.08.2004, the petitioner had also sent a representation to the 2nd respondent/ the Director of Rural Development and Panchayat Raj on 14.08.2013 to regularise his service by stating that he was working continuously from 1988. Although it was clearly pointed out by him that he was working for the past 25 years and his service is not regularised till date, no order has been passed so far, hence, the present writ petition.
3. The learned Special Government Pleader submitted that the petitioner's representation would be considered and the 2nd respondent will pass appropriate orders.
4. Considering the facts of the case and the above submission of the learned Special Government Pleader, the 2nd respondent is directed to consider the petitioner's representation dated 14.08.2013 and pass appropriate orders on merits and in accordance with law as expeditiously as possible, preferably, within a period of twelve weeks from the date of receipt of a copy of this order.
5. With the above direction, this writ petition is disposed of. No costs.
