Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of Declaration, Declaring that Circular No: 30196/P1/2011-1, dated 13.09.2011 issued by the first respondent as null and void, as it is ultra vires to section 2(10) & Article 23 in Schedule 1 of the Indian Stamp Act, 1899 as in force in the State of Tamil Nadu and to forbear the second respondent in proceeding with the inquiry initiated against the writ petitioner under Section 33-A of the Indian Stamp Act, 1899 vide second respondent's show cause notice Na.Ka.No.5734/A1/2013-23 dated 05.02.2014 based on Circular No: 30196/P1/2011-1 dated 13.09.2011.
