2. Heard the learned counsel appearing for the petitioner.

Notice to other respondents have been served, except R4, who according to the learned counsel for the petitioner is a driver of the vehicle, therefore, he is not a main contesting respondent, hence he wants to remove the fourth respondent from the array of parties.
