2. Heard the learned counsel on either side and perused the materials available on record.

Without expressing any opinion on the merits of the writ petition, the fourth respondent is directed to consider the case of the petitioner and conduct enquiry, after issuance of notice to the petitioner and counter parties, if any and after giving an opportunity of hearing to them, pass orders on merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order.

4. With the above directions, this writ petition stands disposed of. No costs.
