Respondents Writ Petition filed under Article 226 of the Constitution of India to issue a Writ of declaration declaring that Rule 13 of Tamilnadu Village Panchayat Secretaries [Conditions of Service Rules, 2013] in G.O.Ms.No.72, dated 09.07.2013 is not applicable to the petitioner as they were given effect into only w.e.f. 09.07.2013 as the petitioner was appointed under the Old G.O.Ms.No.962 [Rural Development Department] dated 26.11.1990 and consequently direct the respondents to continue the petitioner till he attains the age of 60.
