praying to issue a Writ of Certiorarified Mandamus, calling for the entire records pertaining to the Notification issued by the Secretary to Government, Rural Development and Panchayat Raj Department, the 3rd respondent herein in Tamil Nadu Government Gazette Extraordinary No. 397 vide G. O. Ms. No. 109 Rural Development and Panchayat Raj (PR-1) dated 03.09.2021 in so far as Ranipet District Panchayat Ward Nos. 2 and / or 3 are concerned and quash the same as illegal arbitrary unreasonable being violative the "Tamilnadu Panchayats (Fixation of strength of members and Division of Wards) Rules 1995" and "The Tamilnadu Panchayats (Reservation of Seates and Rotation of Reserved Seats) Rules 1995" and thereby direct the respondents to de-reserve the post of District Counsellor for Ward No.2 and / or 3 of Ranipet District falling within Arakkonam Panchayat Union to general category.
