Parakkalunnikrishnan v. The State Rep By
IN THE HIGH COURT OF JUDICATURE AT MADRAS
DATED: 21-05-2026
CORAM
THE HON'BLE MR JUSTICE G. R. SWAMINATHAN Mr. Parakkal Unnikrishnan ..Petitioner Vs The State Rep by.
The Regional Transport Officer - Chennai South East, No.4, VC Garden II Street, Mandaveli, Chennai - 600 028.
..Respondent(s) Writ Petition filed under Article 226 of Constitution of India, praying this Court to issue a Writ of Mandamus, directing the Respondent to consider the petitioner's representation dated 23.02.2026 within the time frame fixed by this Court.
For Petitioner :
Mr. V.S.Senthilkumar For Respondent(s):
Mr.M.Murali, Government Advocate
ORDER
Heard both sides.
2. The writ petitioner is a well-known Carnatic and playback singer. The petitioner purchased the petition mentioned vehicle in the year 2016. Thereafter, it was sold to one Mr.Aravindhan in the year 2023. It appears that the
purchaser, Mr.Aravindhan, did not get the vehicle transferred in his name. The said Aravindhan appears to have obtained a loan from a financier. However, since he had not obtained name change, the records maintained by the respondent department indicate as if the petitioner had availed the loan. The petitioner apprehends that if the said purchaser commits any default or the vehicle is misused, his name will be damaged. He has therefore submitted a representation dated 23.02.2026 to the respondent and has sought blacklisting of the said vehicle.
3.I am of the view that this is an extreme demand. Instead, the petitioner's apprehension can be redressed by effecting name change in favour of Mr.Aravindhan. The financier can also be duly intimated. The respondent will put the purchaser Mr.Aravindhan as well as the financier M/s.Shanti Bai Finance on notice before passing appropriate orders. The respondent shall bear in mind that failure to effect the name change will have a serious bearing on the petitioner's right. The entire exercise shall be completed by the respondent within a period of eight weeks from the date of receipt of a copy of this order. 4.This writ petition stands disposed of accordingly. No costs. 21-05-2026 Index: Yes/No Speaking/Non-speaking order sli/mp
