3. Absolutely no reason has been assigned. This is a clear instance of non application of mind. Hence, the impugned order is set aside. The matter is remitted to the 3rd respondent. The 3rd respondent shall hold a fresh enquiry by issuing notice to all the interested parties and pass an order afresh on merits in accordance with law within a period of 8 weeks from the date of receipt of a copy of this order.
